As globalization intensifies the links between politics, religion, business, the environment, the individual etc., this complex system comprising all kinds of different interdependencies becomes more and more susceptible to external disruption and attack.

This susceptibility to external factors which are difficult or even impossible to control makes a total system of security management, embedded in a clearly formulated security policy, just as essential for high-risk individuals, facilities, organizations, infrastructures and institutions as it is for entire nations.

A professional and holistic security architecture must give consideration to all elements of analysis, planning, control and monitoring. Decision-makers and key positions and processes must be incorporated into an overall security concept. The security policy cannot only be imposed from above, however, but must be implemented by everyone involved, from the bottom up.

In structures as complex as states or economic systems/organizations, it is not only knowledge but also and in particular the conviction and action of everyone involved which are fundamental to the implementation and maintenance of security. This must be taken into account when the security management team plans, implements and monitors the security concept.

It is only possible to successfully defend against or overcome terrorist attacks, bomb threats, kidnapping, extortion, acts of sabotage, fire, natural disasters, accidents, technical break-downs etc. if the security management team analyses all the current circumstances of the individual hazard scenario and sensibly plans, implements and monitors all elements of personnel, mechanical, electronic and organizational security measures.

The concept as a whole can only ever be as strong as the weakest link in the chain!
